Proposed Jefferson Park Special Service Area

In January 2015, the Jefferson Park Chamber of Commerce was granted approval by the City of Chicago's Department of Economic Development to explore the idea of creating a Special Service Area (SSA) in 2016.  SSA's are local tax districts that fund expanded services and programs through a localized property tax levy within contiguous areas. The enhanced services and programs are in addition to those currently provided through the City.

SSA-funded projects typically include but are not limited to: public way maintenance and beautification; district marketing and advertising; business retention/attraction, special events and promotional activities; auto and bike transit; security; façade improvements; and other commercial and economic development initiatives. The City contracts with local non-profits, called Service Providers to manage SSAs. Mayorally-appointed Commissioners for each SSA district oversee and recommend the annual services, budget and Service Provider Agency to the City. There are currently 53 active SSAs in Chicago.

The Chamber has formed an advisory committee made up of commercial property owners and businesses located in the proposed district.  The advisory committee has been meeting regularly and conducted a needs assessment survey among community businesses, property owners and residents.  They are also working on preparing a budget and scope of services that will be provided.  In May 2015, two public meetings will be held and the final application will be submitted to the City in June.

The Main Street Approach

The Jefferson Park Chamber of Commerce is working towards designation as a Main Street organization.  The  Main Street Program, a concept developed by Preservation Nation, provides communities with an organizing framework to preserve and revitalize their traditional downtowns and commercial districts.

main streetFor the past 33 years, the Main Street Four Point Approach® has been used successfully in approximately 2,000 communities, producing $54 billion in investment, creating 450,000 jobs and resulting in the rehabilitation of more than 229,000 buildings.

Building on this successful foundation, the National Main Street Center is committed to expanding the impact of Main Street by providing a new generation of research and resources to existing Main Street programs and extending our reach to older commercial districts that are not yet part of the Main Street Network.
